Fontaine added that the ministry also wants FOINSA to carry out expropriations.
The minister seeks cooperation between FOINSA's board and his ministry to implement the changes. He expects to submit a proposal to congress during the second quarter.
Resistance in congress would be unlikely Fontaine said, but he "doesn't control the legislative agenda."

Hugo Vera, head of the ministry's concessions office, told BNamericas that talks with local communities are underway and that the US$363mn project has undergone changes.
